i REALLY want a hearthfire DLC but with HOLDS

i like many of you, i have played this game over a 1000 hours and always want more and more. I am on a console so i dont get cool mods if a mod like this exist. However, from the start of playing this game i have always thought of how epic it would be to have my own hold. Then hearthfire comes out and its pretty cool for people like me who likes to roll play. I always try to plan out a day (game world time) by doing a quest or two and make my way back home for dinner. Obviously, there are places i go that require more than a days time to get to and fro, but in my rping state of mind i'll be thinking that ive been away from my family for 2 or 3 days and its time to come home to play with the kids, blacksmithing, alchemy, ect.

Anyhow, i can only wonder how much more my rping would benefit if i could roll play a Jarl. I would prefer the cost for building a hold would be extremely high which would cater to my hardcoe play style. Also, i would need to manage cost for defense and economy growth while balancing the identity of my people. Otherwords, i would like upkeep cost, options to defend or invade other territories in Skyrim with the army i build.

I mean its pretty lame when the one-eye Olaf guy lies and cheats his way to becoming High king of Skyrim by capturing a sick and old dragon and then taking him to dragons reach while i kill dragons on a daily basis; am the prophesied dragon born who saved the world from the world eating worm yet the best i can be insofar as rank goes is a thane.

I would love to see a DLC that allows me to develop my own hold from scratch and the quest-line evolves me to become high king of skyrim. Well if i cant have the latter i surly want the former which would certainly be better than being a lap-dog thane while being the savior of the entire dam world.

Roleplaying sitting in a big chair all day and telling people what to do sounds awesome.
