Shor is the ruler of Sovngarde and the 3 heroes even say that get Shor permission to fight with you against Alduin. But then he is never there to meet or even reward you after you beat alduin. Where is SHOR??

Shor = Lorkhan = the Missing God. Not being there is kinda his thing.

Alternate explanation: Shor *is* in Sovngarde when you visit there. You just can't see him because there aren't any mirrors.
