Don't get me wrong, Dishonored isn't my favorite Bethesda title. However it none the less deserves its own artwork, due to its incredible steam punk style artwork. It's storyline also is adaquite enough to merit a fan fic/ RP following. Please express your thoughts... also if an RP/artwork board gets created, I take soul-responsibility!

A certain critical mass is generally required for a forum to be added. The fact that there is no RP or artwork section doesn't mean that such things can't be posted, just that we haven't seen enough activity to sustain a separate forum. It's perfectly fine to post such things in Dishonored General (or the spoiler forum if such content is displayed).
