Windstad Manor won't let me have a Carriage! : V

I've been paying Lydia (that is the housecarl/steward of Windstad Manor) so many times now and I still don't get my Carriage for the Windstad Manor.

Kinda svcks to have this property and there is no carriage for it.
/I'm on PC
