According to the overview section on the Tamriel foundry, it states the game can be played in both 1st and 3rd person mode
Is this confirmed or just rumour?

It hasn't been officially confirmed yet, but I think Paul Sage or Matt Firor may have let it slip that it will be in the game.

I think for solo role-playing purposes it would be a welcome addition

I believe they said that you can go into 1st person for exploring and running around, though you enter back into third person for attacking, etc.

That is perfect actually, so you can see the sights and towns through the eyes of your character then when its time for combat go into 3rd person for a tactical advantage

Doesn't mean much. WoW has a 1st-person camera view, but I'll be damned if anyone finds it usable for normal gameplay.
