So I am on the quest "touching the sky" and I have just entered the part of darkfall cavern where the way shrine is and the quest updates for me to speak with Gelebor. I do. At the end of the conversation he is supposed to use a spell on the wayshrine to open it, however he never proceeds to do so and I cannot speak with him. I tried disabling, enabling, activating, killing, resurrecting.. all that good stuff. No help, he still just stands next to the shrine of Aurel and prays.

It seems as if the script is simply broken and I can't seem to get it to trigger. Any help would be appreciated.
