I only run a few mods, Real Lighting, Enhanced Blood Textures, Better Map, and SkyUI, so I highly doubt a mod is causing this to happen. Also, Skyrim asks me to convert the files every time I try to play, so I'm not sure if that has anything to do with it either.
The first part of Whiterun didn't load until I was as close as I am in the screenshot and all of my settings are at the highest possible setting.
