-Lentulus Inventius
This book is about the different forms of lycanthropy that can be found in Tamriel, and Skyrim specifically. It goes on to say that almost all of his leads on werebears end in being stories and he-said-she-said. He makes note that werewolves are a very real threat, however he can find very few first-hand accounts of werewolves as everyone seems to go quiet at the mention, at odds with what Lentulus calls Nord bravado (Inventius, 5), especially the Companions who he thought would have the most experience killing werewolves but "lost all color...and asked [him] to leave" (Inventius, 6). This leaves the notion of werebears as lore, or more specifically playable lore, as a thin shadow.
However, excitingly, the book makes its purpose known near the end, and it is not just a catalog or bestiary as the well-known explorer and warrior Herbane sought to do with his series. Apparently Valenwood is having a very real influx of equally real werevultures (Inventius, 9), and he was seeking either general lycanthropy answers or possibly allies against the, I would imagine terrifying, threat of werevultures.
So I pose the question: werewolves are confirmed real and are playable; werebears are essentially confirmed false and are unplayable; werevultures are confirmed real so shouldn't they also be playable?
How would you contract this form? How would they work from a game mechanic standpoint? What powers would they have? What would their perk tree look like? Would you be able to fly short distances or at least glide?
