Hi, I've been experiencing a problem at the Central Rudshore District and I hope someone can point me in the right direction.

After defeating Daud and leaving his building, you eventually wind up at the Central Rudshore District. By chance of trying to avoid the Tallboys patrolling the area, I eventually found myself in a Tenement filled with survivors of the Plague that are hoping to make a break for Freedom. Talking to one of the Survivors who happens to be located by the stairs, he introduces himself as Blake and essentially tells us he has a plan for freedom, but needs the Arc Pylons near the Tenement disabled. He goes on to tell us that the best way to get near is from the rooftops. However, reading the Brady Game strategy guide, I discover he's supposed to give me a key so I can go to the second floor and also be able to open all the doors in this Tenement. This is confounding because every time I try talking to Blake and his sister, even loading prior saves and re-entering the Tenement, he never gives me his key!

What am I supposed to do? Is the key located elsewhere and the Guide is lying to me or is it that I need to loot Blake for the key, or is the game simply messing up and I need to go further back in order for the problem to fix itself?

I found the key upstairs, but that was on high chaos and there were only weepers in the house...

For me, there's a door blocking entry to the second floor that's locked, is there a Window outside the building that will allow for entry to the second floor?
