This is a minor issue, but this radiant quest isn't exactly acting radiant. I've killed the same advisor in Riften 9 times now, and am wondering if there is some sort of bug I should know about?

I've also had this quest twice (on two different characters), both times only in Riften. Jarl Laila does have unique dialogue for the quest, so I wonder if it's limited to just a few holds? In that case it doesn't sound like a bug, more just a really limited Radiant quest.
Has anyone had it outside Riften?

I've seen videos online with it outside Riften. I run very few mods, so I doubt that's the problem. But then again, that's likely it.
