level lock or not : V

eya all,
Was wondering if dawnguard got a level lock on downloading like for example the sivering iles , knights of the nine had in oblivion that it will be the lv of the char you loaded it
for example if your start a game with the add on on lv 1 the add on is lv 1 and stays lv 1 even if your char is already lv 30 then

well i hope you arnt trolling as thise is a normal question to say in simple englisch im wondering if dawnguard levels with your char or not
so if i download the add-on and play it with a lv 10 char that it doenst stay lv 10 if my char levels up to lv 30
that happend in oblivion with sivering iles that at lv 40 i still had only the weakest versions of the monsters and not the eilite versions
