It's always been the way of ES games to allow you complete freedom to create and be any character you want, but never adding in activities and gameplay to support it. I've never begrudged them this as the amount of work they do already is incredible, and the size and scope of the games they provide are consistently exceptional, plus, let's face it, there is only so much stuff they can add to a game before releasing it. If they always added every last thing they wanted, they'd be making $300,000,000 games once every 10-15 years that would take us about 6 years of play to see everything. There comes a point when a game has to be finished, and as the games have always been awesome, I've been good with it.
I won't deny it though, I've always wanted something like this, and was disappointed that the house DLC for Oblivion were pretty bland. This though, as you say OP, really does allow for greater roleplaying. I talked it over with my gaming buddy (we played Skyrim in tandem, constant communication over Skype, him on PC, me on 360-using laptop for skype) and we agreed that this is the perfect addition for us. We started new characters a few months back that haven't had much play yet, they're hunters that we're roleplaying to be self sufficient, living off the land etc, not charging out, questing and saving the world on a weekly basis. We've added a lot of fun restrictions on ourselves for this playthrough, but the one thing we truly wanted was a home we could build for ourselves to use as a base of operations. It started out when my mate used an empty house in the hills near falkreath as his home so to speak (it's an open one with a lot of bones in it and a Sabrecat, who is clearly meant to have killed and eaten the previous tenant). He started off by kicking all the bones down the hill to the river, then proceeded to put little touches to it, decoration around etc. After a couple of in game days though, it reset, he lost his stuff and the Sabrecat was back. It got us wishing we could lay claim to these empty buildings and fix them up a bit, actually create our own little homes out of them. These are even better though, as not only do we get houses, but we can build them the way we want and we have to find and use the materials ourselves (this has been one of, if not my biggest wish so far, wanting a reason to use materials, a reason to chop wood etc). We're thrilled because the biggest obstacle to our hunter roleplaying has been overcome thanks to this DLC. Just a shame I'll have to wait a month to play it because of that damn silly 30 day exclusivity deal (yes I'm a 360 player, and I hate it too).
Now, if only they would take this idea one step better in the future and let us start building and designing a full settlement in the same way......(HINT HINT, PLEEEEAAAAAASSSSEEEEEE).
