Does Dawnguard shed any more light on the motivations of the Thalmor?

The book 'The Great War' is a fantastic look at the forces in action in present day Tamriel and I am wondering if Dawnguard adds more information to what we already know

Thalmor? High Elves right? No I haven't noticed anything new about them. although there is something new about the Falmer
