Hi,
since steam is having an TES sale at the moment I thought about getting Dawnguard.
However since I use many mods I want to do the transition at a later point. So is it possible to purchase a DLC with steam, but not install it right away?

Just uncheck Dawnguard.esm in the launcher under "Data Files".

So it doesn't change the exe or anything?

Nope it is just an .esm and .bsa file - just like adding any other mod just make a copy of the save -- though there was a patch just about the time it was released that might have added some things to the exe file but it was for all games not just those with dawnguard installed.
