hiya i just got the bow from the snow elf and when i go to dawnguard the old blind man starts to attack me then all the other peeps in the fort attack him and when i stat going in2 towns all the guards start shooting all the npcs running and the kids the odd thing is that im a vampire but i dont have the vampire lord skill or the tree but i have the other skills and i picked at the start not to be one

It sounds like the original vampirequest is still running from before Dawnguard was installed and you are at Stage 4 Vampirism.
Getting cured of it should properly shut down the vampirequest script, allowing it to be replaced by the Dawnguard vampire quest script in which Stage 4 no longer produces this attack on sight.
