I'm in the high overseer's mission, in the dog kennel. Will it count towards my kills if I release the dogs and the rats and they kill people?

Yes.

So I have to avoid unlocking the safe if I want no kills? Seems like it would be an environment kill as I didn't summon them, or knock an enemy unconscious before they got ate

You caused their death, so it counts as a kill.

You can keep them alive if you release just a small number of rats at a time. Open door -&--#62; close door quickly, leaving at least half inside. It helps if you release some of the guard dogs as well to assist the humans in their fight. Then again, that means you make it harder on yourself.
