Can't buy land.

I have a couple of characters started, one level 47 and one level 55.
I was able to buy the house in Falkreath on the 47, but I can't get anything on my 55.
I'm the thane of all holds on my 55 and whenever I go to one of the Stewards to ask about the land I can't even get them to open a dialogue box.
Also, no courier has visited my 55 yet.
I get the dialogue option with kids to adopt them (but obviously can't because I don't have a house with enough room).
I mean, I expected there to be bugs and glitches and such when it came out, but bugs that basically make the entire DLC useless? THIS IS WHY YOU RELEASE UPDATES/PATCHES WITH YOUR DLC.

I'm level 53 and wasn't the Thane of Falkreath when I entered town. Within a few seconds of walking through the main gate a courier ran up to me handing me three letters. One informing me of the new woman in charge of Honorhall Orphanage in Riften and wanting me to visit, another note explained how I could add on to Breezehome for adopted children, and the third note told me to speak to the Falkreath Steward about buying land.

I wasn't the Thane and I had just entered town when the courier ran up to me.

On my newest character I am barely into the thieves guild, past goldenglow, and that's about all I've done and I got a letter for Falkreath land. My first character who has done everything for everyone hasn't gotten any letters at all besides the new orphanage owner.

It's weird because it seems like if you're already a thane then you do not get the dialogue.

Also, I haven't even gotten a letter about adoption on my 55.
I got the letter on my 47 when I entered Dragon's Bridge and I only got a letter about the land to buy and the courier told me about the new lady at the orphanage.

Other than that, I can't get any land.

  • For Falkreath: You must complete the “Rare Gifts” favor, and the “Kill the Bandit Leader” favor. You may then buy land from Steward Nenya.
  • For Hjaalmarch: You must complete the quest “Laid to Rest”. You may then buy land from Steward Aslfur
  • For Dawnstar: You must complete the Daedric Quest “Waking Nightmare” and then the favor “Kill the Giant”. Please note that this favor has the prerequisites of being level 22 or higher, and having had previously completed the “Waking Nightmare” Daedric Quest. At this point, you can then buy land directly from Jarl Skald the Elder.
This came directly from the FAQ. Did you do all of these quests?

Wait, what FAQ? I've seen a million guides for buying land but they never mentioned those.
I'm currently doing Laid To Rest but the others I don't know.

I should probably mention that I've completed the Civil War quest line.
