Talk to the Jarl and see if there's any work you can do for them. You have to do favors for the Jarls before they allow you to purchase land.

I believe the TC said they are Thane in every hold. If that's the case, I don't know what is causing it.

Ah, I didn't see that. You sure you talked to their Steward, OP?

Make sure to read through the FAQ. It has a list of the quests needed to buy a home. Thane-ship is not needed, but the 1 or 2 favors the respective jarls are. Make sure to check in with the Steward as well.

Also, you are aware that the dialogue option doesn't ask to buy land, correct? It's actually something like "Can I purchase a house?" and then they'll let you know that there are no homes for sale, but there is land available.

I don't know if this will help you, but it fixed my problem with the Jarl not giving me the option to buy land.

Hey Op, here's some help for you, I had the same problem, I did all the quests I could think of, and helped everyone in everyway. (Spent the last 12 hours doing so) Then I found this out....

-Note that the starting quest for the Jarl to obtain a drink is a "radiant" quest that cannot be started if the Dragonborn is already on one of the following quests:Hey Op, here's some help for you, I had the same problem, I did all the quests I could think of, and helped everyone in everyway. (Spent the last 12 hours doing so) Then I found this out....

-Note that the starting quest for the Jarl to obtain a drink is a "radiant" quest that cannot be started if the Dragonborn is already on one of the following quests:
  • Getting the book The Mirror for captain Aldis in Solitude
  • Getting a Mammoth Tusk for Ysolda in Whiterun
  • Getting the book Song of the Alchemists for Lami in Morthal
  • Getting the book Night falls on Sentinel for Rustleif in Dawnstar
  • Getting an Amulet of Arkay for Torbjorn Shatter-Shield in Windhelm
You CANNOT become Thane if one of these quests are currently active. You must complete any and all of these quests in order to get the Jarl to give you the radiant quest to begin getting land. Once I finished all of these quests, I was given the right quests from the Jarl to purchase land. And it only took 12 hours to figure it out...

Why, in God's name... Would they make getting a book for the Alchemist in Morthal, make you ineligible for Thaneship? NO one without the Internet would have figured that out, well, at least not me.

For the life of me I don't know why Bethesda just didn't introduce a NEW NPC with no REQUIREMENTS apart from perhaps being a certain level. Maybe level 20 for example, thats the only requirement you need. It is completely hit and miss with various players current saved game and whether they can actually play the content. Me, I have to revert to a save 90 hours ago to be able to purchase Falkreath. Its ridiculous.

No problem. Yes, that is a bug. I think mining it manually by equipping the pickaxe might prevent that and be faster at the same time.

I think its a feature.
I know its been in the game since release.
You can only have one of a type of radiant quest at a time.
The ore thing is a bug that has been in the game for longer.
Usually exiting and entering the cell again works to restore the mining spot.

You don't to become a thane at all, actually. I got the letter from the Jarl of Falkreath despite having never set foot in the hold. Bought the land, built the house, fully furnished it. Still not a thane.

Skyrim is a huge game world. It took 7 patches to resolve its issues even partway. Hearthfire is brand new, so it may have a bug or two.

Bug or two, ok fine. When you bug out because of killing his housecarl as part of a DB mission and unable to gain the Jarl's favor ever again, even after being thane, then that is not acceptable. It's like Beth just sold me 2/3 of the DLC.

You need to speak to the Jarl's steward, not the Jarl. If you have the note from the courier the steward will have the option available for you to buy land.

Trust me, I've talked to the Jarl's steward enough times that I just want to mash my head on something.

Ah, I see. I guess I'm not entirely aware of all the bugs yet. Sorry I can't help. I do hope you can figure it out though.
