Hi, I m about to start my second playthrough and I was wondering if I will be able to keep all my powers and weapons from my 1st playthrough. I compleated with very low chaos so thinking second time I will try tanking throug killing everyone but dont really want to lose all powers/weapons....

No, the powers/upgrades/etc do not carry over. You'll have to work to get them again from scratch.
