Where is the Safe in the Flooded District?

While taking out Daud's boys, I found a letter to Heather. In it Heather is told about a guy's safe and given the combo. It states that his apartment is near the Commerce building. The door is in the back courtyard. I can't find it. Doesn't help that I haven't found a level map that gives the location of the back courtyard. Anyone know where it is?

Ooh, I found that safe but not the combination. It is underwater, near the big statue of the empress. If you are facing her, it's on your left. You'll see a rathole underwater, around the corner from that is the door to a flooded apartment, the safe is inside.

Wow, no wonder I couldn't find it...Underwater? The letter with the combination on it really made me think it was in an apartment...

It was obviously a basemant apart so yep it's flooded- you'll have to hold your breath but shouldn't be too bad if you know the combination.

Thanks! I thought on my first playthrough I found a safe underwater, but couldn't find it this time. Well I'll have to wait till my next play.

Not to hijack the thread, but a similar question - also in the flooded district, in the big area patrolled by the 5 Tallboys, as you approach the gate that is your goal, I found a locked apartment high up in one of the wrecked buildings you can use for cover. I could see there were some valuables inside, but although Ilooked around, I did not spot a key. Any ideas?

Is it near the warehouse? There's a woman coughing in the building, whom you can talk to? I can't think exactly where you could mean, but I know a lot of those sections are accessible by the rooftops. Blink, blink and blink some more.

No, it was over by the electrified gate that is your eventual target for that area, to get out of the flooded district. Rudshore Gate or something? It was the upper level of one of the ruined apartment buildings. A locked door on a third or fourth level of one of the torn up buildings, a Tallboy pats right along the front of it frequently- dark sight showed some valuables and I think a dead body in there. But I couldn't find a key. I figured I missed talking to someone or helping someone maybe.

Go through the building and enter the room from the window on the other side. As far as I know there is no key for it. Usually I blink up to one of the sections of the adjacent building's ruined walls and then blink back up to the locked room. Also, if a door is locked and you do not have the key doesn't the game tell you which key you need? So if it doesn't tell you a key, then there is no key.

heh, different apartment, but I think Grubjack gave me the answer I needed. Next Playthrough I will look for the outside window. I was getting pretty tense at that point. Although the Tallboys can be easily avoided, their stompiness and the ground shake do tend to add to the tension for me.

I believe the one you're talking about is linked to a side quest involving the rescue of a handful of survivors. If that's the same place you're talking about, try talking to the survivors in the area. They should be talking about how they can get out of there and one of those folks is the ring leader who will give you the key you need. You will need to fight all those tall boys... or at least I had to. It gets hectic.

You only meet those guys if you aren't high chaos. On high chaos, the key is on something that looks like an end table.

Nope, this was across the area from them, and I had safely rescued all of them. I think I got my answer though. I should have just looked for another way in. :)
