I'm attampting a Low Chaos playthrough and understand if I just leave unconscious bodies lying around they can get eaten by rats which counts as a kill.
I usually try to stick them in a dumpster but there's not always one handy, especially inside buildings.

Does a bed count as safe? After all they got to sleep in them and seem to survive that Or a table top etc.?

A bed should be safe, yeah
