You can buy the doll from most general traders, as well as the clothes, Radiant Raiment also has the clothes.

I'm pretty sure you can't make them, but it's possible I missed something. Go to any general goods store and they will sometimes have them for sale, along with the other new stuff like glass, straw, children's clothes, etc.
