Whirlwind Sprint as Lesser Power *Help Needed*

I came up with this idea for a pair of boots that would replicate the effects of rank one whirlwind shout, but without the sound effect and with a magicka cost (or something similar). So the first thing I thought of doing was to add it as a spell that would be available whenever the boots were equipped and would act as a lesser power. I determined that i would need to create a new spell effect that was identical to the shout, but as a lesser power... and that's where I'm stuck at the moment. I think its because the Whirlwind Sprint effect is a script of some sort or just something hard-coded into the game and not available for CK use, but either way I can't seem to get a workable lesser power to replicate the dashing effect of the shout, just the visual effect. I tried copying the spell and just changing it to lesser power but that didn't work any better then creating the spell from scratch. I'm not even sure what i want to do is possible but if there is a way for this to work, I'm sure some one here knows the answer. Thanks in advance.

I'm guessing you duped VoiceWhirlwindSprint1 correct?

Is it possible if you could uncheck Auto-Calculate, and remove the Spell Cost? See if the Magnitude of Sprint is actually 10.0? And Equip Type is actually "Voice" instead of "Either Hand"?

Well after more testing I've determined that the effect that is able to be chosen from the menu is simply the visual effect and the dash portion is pure script that cannot be edited or viewed. Or maybe it can and i just dont know how?
