How do you start HF with a new character?

Define "start". Anyway, first thing to do is to become Thane of Falkreath, Hjaalmarch or the Pale.

There's your answer. Note that you need to be at least level 20 in order to become Thane of the Pale.

How do you start HF with a new character?

For initial characters you will receive a letter from the Jarl of Falkreath via a courier once you attain level 9. Be sure to read the letter then do the task that you're given by the Jarl. As stated previously there's a higher level requirement for Thanedome in the Pale. You do NOT have to be Thane of Falkreath to start building your home, just complete the first task, pay the steward 5000g and you are on your way!

The quests you do for the Jarl are the same you would do to become thane.
