Before Skyrim's release Todd Howard mentioned that he'd love to see user-created content brought to the other systems. We have no information on what has prevented this, but it's quite likely to be a problem with hardware limitations and/or the security restrictions of MS and Sony.
Most games load individual levels - but with Skyrim all of the content is potentially accessible, so when you add mods they aren't separate things that are accessed while you use them, but content being loaded on top of everything already there. So allowing fan-made content means one could potentially overload what the PS3 (or XBox 360) is capable of handling. PC gamers can run into this problem as well, but there are far more tools available on the PC to handle these issues (and having access to the CK also helps).
Many people also question whether Sony or MS would even allow fan-made content like this.
Unfortunately this topic tends to attract a number of problems so I'm going to lock this thread. But if you're like to see fan-made content on the PS3 I'd suggest letting Sony know.
