How do you get the flaming horse mount?

What everyone else said, but to add to it. Look for an area with 4 entrances and some ghostly souls standing around it. You should find it near the wall of the soul cairn near the castle where you get the elder scroll.

It's beyond the great wall, at an altar of sorts surrounded by spirits. It's towards the edge of the map, but I forget its cardinal direction.

Looks like a medium sized shrine with 4 columns. Its to the right if youre facing the main area with valerica

Confirmed, simply go to Valerica, and go right, keep looking around, eventually you'l see what looks like a couple ghosts hanging out (but there not), its also past the ghost of the farmer or whatever with his animals. I kept seeing these guys when I was killing the Keepers, I would say well is that it over there? No it probably is nothing! but I went back later and of course it was.

What everyone else said but first talk to his owner to get the mission in your log (not sure if this is a must). He is one the main path to your goal.

It is on a pedestal, due east of where you talk to Valerica.

He will "pop-up" right around where you found the skull

And it glows a very bright purple. When you get close, it's very hard to miss...

Since the Dawnguard quest line takes you to the Soul Cairn as well, yes.

A horse that you can summon at will. you can even summon him in Black reach. I think that tops him off as being the best horse around, not to mention he never dies. Just resummon him and BOOM! Insta horse!
