Is it possible to infect any NPC while playing as a VL???

Do side missions they clearly state:
Step 1: Vampire Seduction
Step 2: Feed while awake
Step 3: Leave do quests or whatever
Step 4: Come back
Step 5: They thank you.

Unfortunately, no.

The only thrall you get to make (to my knowledge) is the one time with the Moth Priest.

I'm pretty positive that you get to infect one NPC in each Hold, but it could be more...
