So I completed the whole vampire storyline and have the option to block out the sun. Should I, and are there any drawbacks?

No drawbacks whatsoever.
And it only lasts 24 hours I believe.

You can simply block out the sun when you want, unless you consider having to reblock it every 24 hours, there is no drawback.

I don't get it...couldn't they have just made it so it perma blocks out the sun? And if you wanted unblocked, just use the sun arrows.

If they could unblock it I do not believe they would allow you to in the first place.

not sure if its been fixed but if you shoot a sunhallowed arrow at the black hole sun or shout clear skies it will return to normal and shooting another bloodcursed arrow won't black it out again

Drawbacks: Vampires, Gargoyles (in packs of 2), Death Hounds and anything related to vampires come out for that day.
Should You?: Yes it removes the drawbacks from the sun for 1 Skyrim day.
