2. How do I do it? I sided with the Vampires and just finsished the questline. Do i need 100 smithing first?

3. Also if I cure my vampirism after I finsished the vampire questline killed Harkon and all that, then alter my face in Riften, could I get VL back later?

you need smithing at 100 and then take the dragonbone crafting perk

How do you smith anything Dragon related?
Then you went and answered your own question.

have the perk to smith dragon bone armor, then get dragon bone, dragon scale and ebony ore's and smith.

I thought they couldnt add anything new to the existing perk trees? So do i need Daedric first, or either once i level up and 100 smithing?

You just need to have the Dragon craft perk.
I mean, if you dont know how selecting perks works then...
you know what!?.... No habla Ingles!

So if i have 100 smithing, i could get the Dragon craft perk at any time? So i wont have to get Ebony or Glass, or Daedric before that?

You need every perk in the smithing perk tree in order to unlock the dragon armor perk.
