Packaging Mods - Any tools or tips?

Are there any tools like TESfiles to package mods or any tips in doing so?

The Creation Kit includes a tool called Archive.EXE for packaging your BSAs.

For packing up the entire mod, use http://www.7zip.com/. It's free, and it's the most popular tool for packaging that is available, so almost everyone downloading your mods can be trusted to have it.

My concern is making sure I get all of the hair meshes and everything else that's being used.

That is largely up to you to keep the resource files used in your mod organized someplace where you can easily get them packaged. As a developer, it is your job to keep track of everything that you are using. Only the Creation Kit itself has the sort of utility you are asking for at this point (you can access it through the "Upload Plugin and Archive to Steam" menu option).
