So I'm in the process of making a player home.
A vampire home.

I am wanting to have in it, the Thralls from Volkihar Keep that you feed upon.
I have the area fully navmeshed.

When I coc to the cell from the main menu, the Thrall's are there.
When I coc to the cell from my loaded character, they aren't.

I even checked inside Volkihar Keep to make sure the Thrall's are there and that I'm not at a stage in the quest where they are removed. They are there.

I can't even spawn in other NPCs there for my character.

Any ideas on how to fix this?

Started a new character and the problem is still there.
