How do I run code from an external file?

I want to get into modding and I already know what I want to do. But this is going to be very trial and error. Before I even start to learn I want to see if something like this is possible so it can save me a whole hell of a lot of time.

I want to run script code by having it call on an external file. Which means I'd be able to keep changing the code without restarting the game to reload the plugin I'm working on. Is this possible? And furthermore, is it possible to have it run use SKSE functions correctly as well?

If anyone can show me how, or even provide me with a quick ESP that does this, it would do wonders for getting me started.

That is pretty interesting! Does anyone know if it has any hiccups with SKSE? Or launching through Mod Organizer?
