Omnidirectional Shadow Enabled Character (Shadow) Bug

I'm currently working on a mod involving dark spaces. When the use of Omnidirectional shadows is used, it creates a really blocky effect on the characters (not their shadows). This is not present in the other 3 shadow effects. It also seems to be only present in mid-level lighting. The brighter the light the more unnoticable it is. It seems fine from a distance but as you come closer it becomes exceedingly obvious (These effects are present in both the rendor window and in-game). Any fixes or ideas would be welcomed. Depth bias (on shadow lights) is a method to account for insufficient depth precision in shadowmaps. Small depth bias can result in striping artifacts on the surface of objects, large depth bias can result in a lack of contact shadows.
