does anyone have the location of the frostgiant that holds it?

yea its in the forgotten vale on top of a cliff. Theres a part where you run through a valley and theres loads of falmer. Theres a backwards way up the cliff and you can find the frost giant here. I dont know what it does though

theres a thread right now that shows paragon locations and says that they teleport you to loot. id check it out
