I am doing the aetherium war quest and i cant find the 2cnd location "bthar-zel" ? if someone could help me out that would be nice

Use the book, this is one of the few quests that doesn't hold your hand.

There is another dwarven ruin right next to it, where the afflicted are. But that isn't the same one, what you want is near there, although I forget exactly where it is north I believe

It's north of Bthardamz. It'll have a landmark symbol.
