Can you get this enchantment and can I enchant a crossbow with it? Where can I find this enchantment?

I think he means disenchanting the Bow and being able to use it's effect on other weapons.

To answer your question OP, no. I don't think so anyway, because it's a Legendary artifact and is unique. Same goes with the set of

you find. They aren't as unique, but you can't disenchant them.

No enchantment but the Dawnguard RuneAxe has a unique Sun damage enchant that increases with ever Undead slain

Magicka Regeneration +125%. Not unique in terms of enchantment.
