I still have yet to encounter any kind of werewolf but has anyone started to run into any bloody werewolves on the road? I'm eager to kill some right about now.

I havent seen any too but I really want to kill some werewolves I hate Hiricne

From all reports, yes.

They are rare though, you supposedly have to travel at night to see them.

What level do they spawn at?

Well I'm the 30s and I got one today, I thought it was a hunter and went down to pummel it in my Vamp Lord form and he freaking transformed and I was completely dumbstruck xD

I ran into one not far from Whiterun. I was being attacked by a dragon, and a farmer ran over and transormed into a werewolf. Needless to say he didn't last long.

I have seen a few already in wereform and ones you see turn.

Still don't know why we can't contract from them though.
