Have you tried Sollar's (post 2 in B1gBadDaddy's) second workaround
2. Start the Quest AFTER the game is loaded (in other words, don't use the "Start Game Enabled" option)
I set up a trigger which activates the quest as the player walks through. So far to date, my quest dialogue always appears.
