Hi there!

I just stumbled upon the "http://www.uesp.net/wiki/Skyrim:Shriekwind_Bastion". I honestly don't understand what was or is supposed to happen there:

There are a lot of hidden places with loot. Coffins everywhere. They're all empty. The whole dungeon is inhabited by a lot of skeletons, two vampires and a vampire thrall. All in all, pretty empty.

However, there is a fair amount of torturing devices, as well as some places with http://minus.com/lbskgithaS9EbF. It just can't be those two vampires, especially since there got to be one or two dozens of empty coffins.
The second part I don't understand is a place with countless pairs of shoes. All kinds of. http://minus.com/ldNbOIljgIvQI.

What is the story behind all this?

Well none of the word walls for Elemental Fury seem to say anything. As for the coffins, those were probably to be used for Draugr but it seems like not that many are there. Maybe the skeletons were once in the coffins but were raised by the vampires? I dunno.

The shoe collection made me scratch my head.

Vampires have a Leprechaun-like shoe fetish? In Movarth's lair you kind of see the same thing going on.
