Cannot move triggers, activators, etc.

I have been finding that if I move anything that uses triggers, activators, etc. (bookshelves, weapon racks) the triggers, activators, etc. retain their original positions when a saved game is loaded. After loading the save game, the physical (visible) objects are at their new location but the invisible objects are still at their original location.

As a specific example, I needed to move a bookshelf a few feet to make room for another piece of furniture. I selected all of the components of the shelf (including the invisible bookmarkers, containers, etc.) and moved them a few feet away. Everything was fine when I tested from a new game. But when I loaded a saved game, the visible bookshelf was at the new location but when I placed books on it they appeared in the old location and fell to the floor.

I have had this same experience with weapon racks and a few other objects. I have also found that it happens to vanilla objects as well as objects that my mod has added.

I tried many things including deactivating the mod, loading the saved game and resaving it without the mod, then reactivating the mod. But no matter what, the invisible bookmarkers, etc. would not move.

Is this a known issue? Is there any way around it so that a bookshelf can be moved and still function properly in saved games?

Edit: After posting this I saw http://www.gamesas.com/topic/1409790-problem-game-only-recognises-most-of-the-changes-i-made-to-a-cell/ which may be related. But I don't know that for sure.
