If you visit the "plastic surgeon" in Riften can they de-frown my Breton? I love breton chars but they always look old and miserable :sad:

No you cannot, unfortunately.
And to the OP, it is basically the character creation from Helgen at the start of the game.
You just can't edit your gender or race.
