This is not Oblivion. Enemies don't level with you past the time you see the highest level enemy of that type. So a bandit marauder is the strongest bandit(excluding chiefs) you will ever see, and the chiefs you start seeing at level 81 will be the same as the ones you saw at level 50.

I'm not 100% sure about the random encounters you see that are described by their race.... ie the Nord or Orc that charges you with armor & weapon, the High Elf with magic, etc.

They might level. Enemies that have a named type, like 'Bandit' or 'Deathlord' do not level with you.

After a couple of in game weeks of reaching level 81, you'll notice more Legendary dragons, bandits will carry better gear (you'll notice basic regular bandits carrying Daedric arrows for example, and Bandit Chiefs with higher tier enchanted weapons, with strong enchantments on them). You'll see more Arch-level-mages, and Nightlord and Nightmaster vampires became a regular sight. You will also notice that almost every Falmer, maybe 80% is a Falmer Warmonger. And you'll notice Briar Hearts are much tougher, I don't know why, maybe they have better poisons.

After certain point, the game gets easier as you level up, because you become stronger faster than your enemies. I think for most people that turning point level is around 20, 30 or 40.

There are certain build in which you never feel weak, from level 1 up.
