Quick Question, are the new summons (boneman, mistman, and wrathman) governed by the perks that affect atronachs or the necromancy perks?

Yea, you are summoning them. I would imagine only the the atromancy, double duration, and the summoner perk, summon further away, apply, similar to dremora lords.

i was thinking the same thing, but you are technically summoning them.

The necromancer perks affect them. They are classified as undead, and benefit from perks involving them.

Not sure about this one, but I think Arvak benefits, too.
