I've been running Vampire side quests for 2 days now and I haven't yet been give the Amulets of Night Powers quest. The wiki pages I've read make it seem like it should have popped up by now.

- I've done every other quest 4-5+ times...
- I have the Rings
- I've finished the main Vampire quest line
- I've done the Ancient powers quest enough to bring the Chalice time to 11 days.

Any else have this issue?

After you complete an assignment and go to the npc to finish it and don't get the assignment you want, reload the latest autosave until you get the assignment you want. It is random, but you should eventually get it.
