Player Character Head Movement

Good evening, friends. I was curious if, firstly, there are any mods that make the PC behave in third person in a similar way as in Oblivion; that is, when an NPC walks past a PC in Oblivion, for example, the PC's head turns and its eyes follow the NPC. I have a feeling that there are not, but I figured I should ask; and I ask because for me this behavior (particularly the eye movement) made my PC in Oblivion seem more alive, whereas with Skyrim (and Bethesda's Fallout games, for that matter) the PC just stares straight ahead, unconcerned with its surroundings.

If there is no such mod, does anyone know how such a thing might be accomplished?

I realize that may be a very broad question. All I really need is to be pointed in the right direction. I'm competent enough with the Creation Kit in most regards (mainly dealing with objects) and I can learn anything with the right resources, but by no means am I an expert or master at this point.

I'd appreciate any help you could give me.

There is a mod for that, It is found in Skyrim Nexus. Its called head tracking.
