Resizing landscape textures

I am working on creating a new worldspace and I've made a custom texture. I've got it into my world and placed it but ran into a problem. My texture is several times the resolution size of the stock 1024 by 1024 although it is placed at the same size, probably around 6ft by 6ft. Is there anyway to resize my texture?

Is the long answer any different? I'm just using it for reference so memory should not be a problem.

You want an overlay on your map so you can design it accurately? I did such a thing with LOD textures in Oblivion: http://www.youtube.com/watch?v=NjYUNsRh_so

It was easier back then because there was only one LOD level, but it's still possible. You simply got to generate LOD and replace the LOD texture files with parts of your map. But if you have a full paper map as a sketch of your heightmap it's easier to use L3DT to design your heightmap. It allows for a texture overlay in 3D editing as well and gives you far more control.

for design of your heightmap L3DT I would recommend 10/10 -> but Export to Skyrim compatible RAW 1:1 is "advanced"
