Power mod doesn't apply to NPCs?

I've been trying to add onto a spell mod I have, and one thing I need to do is to create an effect where the target actor's destruction spells hit harder. So naturally I made a Peak Value Modifier effect that changes the DestructionPowerMod value to some value. The spell hit, but the actor's spells didnt hit any harder. I made a second version of the spell that was self targetting and set the value to 10000 so I knew if it would work. I cast fireball, everything died instantly.

So first I thought the target actor might not actually be getting hit. I used console commands to set the actor's DestructionPowerMod value to base + 10k and got it to attack me with destruction spells. Still no damage. I set my DestructionPowerMod value the same way and it worked (I 1 shot everything).

So then I thought that her destruction spells weren't actually destruction spells. I went to the mage's college, change J'zargo's DestructionPowerMod value to base + 10k and attacked him. Same thing - no more damage than normal.

I also checked (just in case) that left handed spells were also in the destruction tree.

Does anyone know why changing the DestructionPowerMod value makes MY spells hit harder, but not any NPCs?
