Hi.. Feran Sadri dont give me this quest i went through all of the repeatable side quests at least 3 times, instead Sadri gave me exactly the same quest: Deceiving the Herd 3 times in Windhelm!!!. i dont think this is normal . can be glitched?

After you complete a radiant quest, go in and speak to him, if the next quest isn't what you want then reload.

No, its perfectly normal to get multiple Deceiving the Herd quests. Just kill a guard, and you will be able to spare any people you don't want to kill.
