The fatal flaw in this DLC is that the vampire attacks on towns will eventually occur whether you wish to play the Dawnguard storyline out or not. Obviously upon installing the DLC, you'll want to play it out. Perhaps a number of times (depending on how much you enjoy it).
But should you eventually tire of Dawnguard and later decide to begin a new character with the intention of avoiding the Dawnguard storyline in favor of doing something else, well.... you're going to be stuck with vampires attacking towns. Nothing you can do about it apart from playing the quest out again or uninstalling the DLC.
I'm reminded of when Shivering Isles came out for Oblivion. I read a very positive review of it, but the reviewer did have one criticism in that he felt that it was too detached from the main game. Well, Dawnguard is the exact opposite. If you have it installed, and you want to start a new game, but you want to steer clear of Dawnguard's content, you can't. It intrudes on the vanilla game far too much, and if Bethesda keeps up this trend with future DLCs, well... I don't think players will appreciate having to defend cities that are almost constantly under fire from either dragons, vampires, falmer, dwemer, or whatever the future holds.
