What are the highest population dungeons?

As the title says, I'm looking to grind my werewolf perks and I am wondering which dungeons have the highest number of targets to feed on? I am looking for anything not undead, specifically bandits, forsworn, soldiers, falmer, and anything else a werewolf can feed on.

Any feedback or tips would be appreciated!

Edit - I am going to compile a list of the recommendations made in this thread so they are easier to find, thanks to everyone who is contributing!

Good question. will follow this myself as I'm doing the same thing.

So far all the forsworn camps in the Markarth area have been great with 8+ enemies to kill. The twin forsworn camps at the entrance to the Blade's hideout has many. Bard's Leap has about 15 or so. I'm going to visit Hag's Rock tonight.

The two camps north of Whiterun are good. i think 7-8 each.
Ask for work at a Jarls's house?

Mostly all the forsworn camps are good. I can't name a bandit fort at the top of my head yet.

Not just humans, anything alive, like any Mer, and if the feeding perk is selected, then werewolves can feed on animals too.

I know there are some caves and dwemer ruins with dozens of Falmer, I just have been in so many of them, i can't remember which ones have the most enemies.

The ruiins beneath Markarth are crawling with Falmer, depending on your level (seem like) there could be as many as 4-6 at a time. Bandit forts have higher populations than towers and caves, generally.

Go to mistwatch! It is CRAWLING with bandits and even though it certainly isn't the MOST populated, it sure does have what you need.

Northwatch keep?! Tons of guards, but not only are you feeding your inner beast, you are also killing Thalmor. It seems to respawn quickly, too.

Northwatch... haven't paid the thalmor a visit in a while :) The embassy has about 5 in the guard house and 3-4 outside. Will have to return there also.

Hi guys, I think I found the easiest way to level up werewolf perks. This is pretty funny, but it works! First, unlock the savage feeding perk, which allows you to eat animal hearts. Then, go to the northern coastline. Now, just walk along the entire coast, I walked from west to east. There will be more than enough mudcrabs and horkers to eat forever. I have gone up 5 perks in about an hour. It is very easy and there is an abundance of animals to feed on. Hope this helps!

if ya have ASIS, then it could be anywhere really. i've had 60 bandits at the camp under the northern Whiterun cliff. had about 35 or more Forsworn at karthspire.

or if ya have a faster respawn setting, i would go to the Fort eats of Whiterun, clear it then go in a circle north east from there hitting Redoran retreat, the giant camp nearby , Silent moon camp, halted steam camp, hte bandits mentione dabove by Whiterun, and then White river watch. nad if ya wanna keep going in that direction, the mine south or Riverwood, then Helgen bandits. for me with ASIS that would be atleast 200 mobs minimum.
